Does
the proposed London ULEZ amount to a proposed ban for historic vehicles?

a petition has been launched and emails are circulating seeking support for a
"Help C&SC fight the London classic car ban", we understand
a more accurate summary of the current position is that there is in fact no
proposal for a ban at all. What is being suggested is a charging zone. There
will be a consultation on the proposals, due to be issued on 17th November 2014,
and an exemption for historic vehicles will be included. The exact form that proposed
exemption will take has still to be decided, but the principle is agreed.
The
Federation of British Vehicle Clubs (FBHVC) is on the case of the proposed London
ULEZ (Ultra Low Emission Zone) and wrote to TfL in March 2014 pointing out the
importance of the issue to historic vehicle owners and asking to be listed as
a stakeholder for consultation purposes.
The biggest problem in central
London is diesel emissions from TfLs own buses and from licensed taxis
but also from construction plant - that is. nitrogen dioxide rather than carbon
dioxide emissions. FBHVC is now officially a stakeholder.
The
ULEZ zone will be a charging zone, not an exclusion zone, but the extent is not
yet known. TfL wish to remain business-friendly and therefore do not wish to impose
a ban. The most likely option is to follow the current congestion zone boundary.
A consultation will be issued on 17th November 2014 and will include exemptions
